After 28 years of service, COL James Ross officially retired from the U.S. Army during a ceremony this afternoon, finishing his career as the Project Manager for Tactical Radios.

The ceremony was hosted by Edward T. Bair, former US Army - PEO IEW&S, and long-time friend of COL Ross. Ross received several recognitions including a Legion of Merit award, Presidential Certificate, a U.S. flag, a Governor’s Citation and Proclamation from Maryland Governor Larry Hogan, and a Certificate of Retirement and pin from Chief of Staff of the Army GEN Mark A. Milley.

From everyone at PEO C3T, thank you for your positive spirit and dedicated service. You'll be missed!

Today, outgoing Product Manager (PdM), Lt. Col. Michael Williams, passed the Mission Network charter to incoming PdM, Lt. Col. Stuart McMillian, at ceremony held at the Myer Auditorium, at Aberdeen Proving Ground, Maryland.

PdM Mission Network is assigned to PM Tactical Network at PEO C3T. During his service as the PdM for Mission Network, Lt. Col. Williams provided outstanding leadership in designing, integrating, testing, fielding and sustaining the Army’s current and future tactical communications network in support of deployed Soldiers worldwide. Congratulations to both of these exceptional leaders!

GEARING UP FOR NIE

MAJ Tim Forry, CPT Monica Holmes and Chris Shin are part of the #MissionCommand team currently conducting the Command Post Computing Environment Developmental Test (DT) at Aberdeen Proving Ground through July 20.

DT precedes the Operational Test at #NIE 18.2, November 1-12 at Fort Bliss, Texas, and develops an understanding of systems under test through the collection, reduction and analysis of data. The test will provide critical information for evaluators characterizing the technical performance in operational environments.

Happy #WorkforceWednesday! Mr. Paul Hancik is an engineer for Project Manager Tactical Radios (PM TR), primarily working on tactical satellite communications systems. Eight months ago, PM TR received the mission to stand up, equip, train, and support the U.S. Army's 1st Security Force Assistance Brigade and as this requirement emerged and grew, Paul was tasked with becoming the primary acquisition officer for PM TR. Over the course of eight months, Paul assisted in the development of the SFAB secure and trusted network architectures, identified radio quantities, determined the required radio ancillaries, sourced manufacturers, developed delivery timelines in concert with production capabilities, participated in budget reviews, and provided input for the spending plan. Without Paul's attention to detail and his personal drive to "get it right the first time," PM TR would not have been able to meet the aggressive timelines to field and train 1st SFAB in time for their immediate deployment to a combat theater. Way to go, Paul!

NEW ARTICLE: The Army formally fielded the first unit with the new small form factor Terrestrial Transmission Line Of Sight radio, known as TRILOS, along with several other expeditionary network communication capabilities that will help units maneuver and outmatch potential near peer threats.

The Army’s Project Manager (PM) Tactical Network, with support from Communications Electronics Command (CECOM) network trainers, completed new equipment training and fielding for these new expeditionary capabilities to the 67th Expeditionary Signal Battalion, 35th Signal Brigade in late June at Fort Gordon, Georgia.

The modular TRILOS radio sets up more quickly, is easier to operate and maintain, delivers a 12-fold increase in bandwidth and with greater network range extension. These improvements are delivered in a significantly smaller package, compared with the legacy High Capacity Line Of Sight (HCLOS) radio that it replaces.

Along with the TRILOS radio, the unit was fielded with the small form factor Commercial Coalition Equipment (CCE), which enables network connectivity to commercial and coalition networks; and the Army’s Secure Wi-Fi capability, which dramatically reduces command post setup time, providing network connectivity and mission command capabilities in minutes versus the hours required to wire a command post.

In addition, the unit also received Battlefield Video Tele Conference III, a much smaller yet more capable upgrade to the previous version; and the Tactical Network Management System (TNMS) Planner, which enables Soldiers to plan the placement of TRILOS or legacy HCLOS radio antennas, for optimal network connectivity, eliminating the time-consuming trial-and-error process.

UNGARTEN WINS C4ISR EMPLOYEE OF THE QUARTER

Product Lead Network Enabler’s (PL Net E) Jodie Ungarten was recognized as the C4ISR Employee of the Quarter during a ceremony June 26, hosted by CECOM Commanding General MG Randy Taylor.

In late-August 2017, Ungarten assumed contracting officer representative (COR) responsibilities for PL Net E Production and Post Deployment System Support (PPDSS) contract, which was awarded in November 2015 with a total ceiling value of $56M.

Part of her COR duties include oversight of the Government Furnished Property (GFP) list, which includes nearly 800 items. Upon taking over this responsibility, Ungarten determined the property accountability was inaccurate and incomplete due to GFP being transitioned from subcontractor to prime, between government organizations, and from contractor to government. During the last quarter, she led the effort to reconcile GFP on the PPDSS Contract, working toward 100% hands-on inventory, record inspection and documentation correction.

Ungarten performed three site visits to prime contractor and subcontractor facilities and followed up with correlating GFP documentation. She led an IPT to systematically track down GFP and documentation, which resulted in discovery of 25 pages of documentation, accounting for more than 600 pieces of GFP dispersed to various locations in excess of $3M. Her efforts to obtain 100% accountability of GFP resulted in the Contractor revising their GFP Management Procedures.

The 2nd Brigade Combat Team, 10th Mountain Division is using its Heavy and Lite Transportable Tactical Command Communications (T2C2) systems during its training rotation at the Joint Readiness Training Center in Fort Polk, LA.

As part of the Army’s network modernization strategy, the T2C2 program of record is designed to enable the service to “fight tonight." Both T2C2 Lite (1.2 meter satellite terminal) and T2C2 Heavy (2.4 meter satellite terminal) provide agile robust high-bandwidth network communications and mission command. Both variants are inflatable, providing units with a larger antenna, increasing capability and bandwidth efficiency in half the size of current solutions. These resilient SATCOM terminals can withstand extreme weather conditions and even air drops.

T2C2 enables uninterrupted mission command and secure reliable voice, video and data communications at every stage of the joint operational spectrum. Because of its significantly higher bandwidth compared to transport volume of satellite terminals of the same size, Soldiers in remote locations can leverage T2C2 to utilize mission command systems such as Command Post of the Future (CPOF), Joint Battle Command-Platform (JBC-P), Advanced Field Artillery Tactical Data System (AFATDS). T2C2 also enables communications systems such as whiteboard, chat, video and video teleconference, and Voice Over Internet Protocol (VoIP) calls that require significant data throughput.

Soldiers from 3-112th Field Artillery, New Jersey National Guard, invited PEO C3T engineers to a unit drill at Joint Base McGuire-Dix-Lakehurst in June to learn how the current Advanced Tactical Field Artillery System is used to plan and process fire missions with howitzers. Observing Soldiers during field training exercises helps engineers understand the operational environment in which equipment is used. Lessons learned from the discussions with Soldiers is being applied to the design of the modernized system. GEARING UP FOR NIE

This week, the Capability Package Directorate (CPD), 3rd Brigade Combat Team, 82nd Airborne Division, will conduct the #NIE18.2 WIN-T vehicle transfer at the Build Integration Facility, Fort Bragg, N.C.

Personnel from PEO Combat Support & Combat Service Support and Assistant Secretary of the Army - Acquisition, Logistics & Technology System of Systems Engineering & Integration (SoSE&I) Directorate are also assisting in the effort.

Vehicles will be inspected by CPD to verify Fully Mission Capable status and that each is equipped as specified in the NIE Handbook. A total of 13 WIN-T platforms will be inspected and transferred between June 24-30.

Last month, Project Lead Network Enablers (PL Net E) and the CECOM Communications Security Logistics Activity (CSLA) hosted the Global Integrated Partnership for COMSEC (GIPC) user information process and technology meeting. This collaborative forum brought together key U.S. Army representatives in the COMSEC materiel, policy, logistics, and requirements development community to solve current and future COMSEC challenges.

“These discussions include how we can more efficiently procure, manage, move into the future, and meet performance needs with our Communications Security," says Mr. Stan Niemiec, PL Net E.
